Calculate site height.

Calculate potential height given a species site index and age. It is used to calculate potential height and site. White oak is not base directly on SI and Age

[in]	ispc	FVS Species index
[in]	ag	Tree age
[out]	hguess	Estimated potential height
[in]	jostnd	File unit number for debug messages
